What hosted companion chat does

When potential self-harm content is detected, Savecraft:

1. sends the current user message and recent conversation turns to OpenRouter for automated safety classification;
2. appends crisis-resource information to the conversation; and
3. logs the referral event without message content.

On account deletion, referral events are aggregated into non-identifying counts and then permanently deleted. Referral counts are reported annually as required by California law.
